According to photographer Joe Orman, the story dates back to the 1950s when a troupe of well-meaning Boy Scouts painted the word PHOENIX along with a giant arrow into the side of the Usery Mountains. The intention of the larger-than-life landmark was to help direct pilots to the Phoenix airport, during a time when other metropolitan landmarks in the area were scarce.
