AQHA Bylaw and Registration Changes Announced

Modifications to registration-related items were approved by AQHA members and the AQHA Board of Directors at the 2019 AQHA Convention, March 8-11 in Fort Worth, Texas. Per the Association’s bylaws, the board of directors has the final authority when it comes to AQHA’s bylaws and rules of registration. Rule-change recommendations from all of the other standing committees were reviewed and approved by the board of directors. Those recommendations go to the AQHA Executive Committee for review, modification and/or approval at its April meeting.
Nominations and Credentials Committee
Four bylaw changes were considered by the AQHA Nominations and Credentials Committee at the 2019 convention. Here are the committee’s recommendations that were approved by the AQHA Board of Directors:
- To approve recommendation to modify Bylaw Article III Section 1.(d) to reflect that the number of cumulative years required to elevate to Director-at-Large be 12 years.
- To approve proposal to modify Bylaw Article III.Section1.(f) to allow an international affiliate to make a change to its appointment of an appointed International Director up to seven (7) days prior to the annual meeting of the Board of Directors.
Stud Book and Registration Committee
Six rule changes were considered by the AQHA Stud Book and Registration Committee at the 2019 AQHA Convention. Two of the rule changes pertained to the genetic defect immune mediated myositis (“IMM”). The committee tabled such items and referred them to the genetic testing oversight council for its recommendation at the 2020 convention. The remaining four items on the Stud Book and Registration Committee’s agenda were not approved.
The committee denied the request to amend REG104.2 and also asked for the reason of the denial to be published. The reason the amateur and youth ROM’s are not included for advancement is because youth and amateur classes are based on the exhibitor and the restrictions for the exhibitor, not the horse.

What happens to the board of directors’ recommendations after convention?
After convention, the board of directors’ recommendations (except changes to AQHA’s bylaws and rules of registration) then go to the AQHA Executive Committee to consider during its April meeting. The Executive Committee can approve, modify, table, deny or send a recommendation back for consideration at the next year’s convention. There are various reasons for the Executive Committee’s decisions – feasibility of implementing, programming conflicts, budget and many other reasons are taken into consideration.
