From Dave Dellin, Chief Executive Officer, APHA:

APHA is aware of the modifications to the Horse Protection Act, slated to go into effect February 1, 2025.

The discussions surrounding the Horse Protection Act modifications and their impact on non-gaited horse organizations like APHA continue to evolve. We are actively working with the American Horse Council, other organizations and the USDA/APHIS to obtain clarifications and specific impacts for the stock-horse community.

  • Visit the USDA/APHIS Horse Protection Act website for full details about the federal law, inspections and other resource guides: aphis.usda.gov/hpa
  • A summary of the Horse Protection Act modifications can be found on APHA.com

Substantial changes like the Horse Protection Act modifications often come with instances of misinformation spread through social media and other channels. We encourage you to seek reputable sources, including the official HPA website, apha.com and the American Horse Council, for factual information.

As more information is made available to APHA, we will continue to share it with our members.

Sincerely,

David Dellin
